 Gannett Fleming performed the preliminary engineering, environmental studies, and final design for improvements to Exits 14 and 15 of I-83 and secondary roadways in the Leaders Heights area south of York, Pa. These improvements addressed traffic deficiencies and safety concerns by accommodating all modes of transportation, while preserving and enhancing the quality of life in the area.
