
Rachford Honored with ASCE Wisely Award

(Harrisburg, Pa.) Thomas M. Rachford, Ph.D, P.E., F.ASCE, was presented with the William H. Wisely American Civil Engineer Award by the American Society of Civil Engineers (ASCE). Rachford, who retired from Gannett Fleming in 2007 after more than 30 years of service, received the award Oct. 22, 2010, at the Leadership Luncheon and Society Awards Presentation in Las Vegas, Nev.
Rachford previously served as a vice president of Gannett Fleming, an international planning, design, and construction management firm. He worked out of the firm’s corporate headquarters in Harrisburg, Pa., and was the firm’s corporate quality officer from January 2000 until his retirement. He continues to provide counsel to the Corporate Quality Group.
The award is a memorial for William H. Wisely, an honorary ASCE member who spent nearly two decades guiding the activities of the organization as its chief staff officer. The annual award is presented to individuals who have worked to better the history, tradition, developments, and technical and professional activities of the society. Recipients, who must be members of ASCE, are recommended by the group’s executive committee and approved by the board.
An active ASCE volunteer for more than 30 years, Rachford has served on the organization’s board of directors and was a founding member and past president of its Environmental and Water Resources Institute. Rachford also is involved with Engineers Without Borders-USA, a non-profit humanitarian and service organization that implements sustainable engineering projects. He previously served as an ASCE appointee to its board of directors.
Rachford holds a bachelor of science degree in civil engineering and a master of science degree in civil engineering from the University of Kentucky, as well as a doctor of philosophy degree in civil engineering from Stanford University.
