Herbert Named President of Valuation and Rate Division

 (Harrisburg, Pa.) Paul R. Herbert has been appointed president of Gannett Fleming’s Valuation and Rate Division. The firm’s Valuation and Rate Division provides consulting services to public utilities and railroads throughout the United States and Canada from offices in Harrisburg, Pa.; Valley Forge, Pa.; Las Vegas, Nev.; and Calgary, Alberta.
As president, Herbert oversees the day-to-day operations and performance of the
Valuation and Rate Division, which conducts depreciation and rate studies for water, wastewater, gas, and electric utilities, pipelines, and railroads.
Based in the firm’s corporate headquarters in Harrisburg, Pa., Herbert previously served as vice president and manager of rate studies. His areas of expertise include the development of revenue requirements, allocation of cost of service, and the design of customer rate schedules. With more than 30 years of valuation experience, Herbert has presented expert testimony before the Pennsylvania, Ohio, New Jersey, Kentucky, Iowa, Tennessee, Missouri, Virginia, New Mexico, California, and West Virginia state regulatory commissions.
Herbert holds a bachelor of science in finance from The Pennsylvania State University. He is a member of the American Water Works Association, National Association of Water Companies, and the Pennsylvania Municipal Authorities Association.
